Striping Compliance — MUTCD, ADA, NFPA, and Utah Municipal Requirements

Striping is a regulatory compliance function. ADA, fire code, and MUTCD requirements create specific marking obligations for commercial property owners.

ADA 2010 Standards Compliance

ADA Title III applies to all places of public accommodation and commercial facilities, requiring accessible parking in numbers and configurations specified in 2010 ADA Standards Section 208. Required accessible stall count: 1 per 25 total spaces (up to 100 total), with scaling for larger lots. Van-accessible requirement: 1 of every 6 accessible stalls must be van-accessible (8-foot access aisle or 11-foot-wide stall). ISA symbol: white international symbol of accessibility on blue background, minimum 36 inches high. Access aisle: "NO PARKING" in white paint minimum 12-inch letters in the access aisle (to prevent drivers from parking in the aisle, blocking accessible stall access). Path of travel: accessible route must connect stalls to building entrance(s) without crossing moving traffic lanes at grade changes. We document compliant stall count and configuration after every striping project and flag any deficiencies discovered during site walk.

MUTCD Chapter 3 Parking Lot Marking Standards

The Manual on Uniform Traffic Control Devices Chapter 3B (Pavement and Curb Markings) establishes standards for parking lot marking dimensions, colors, and placement. Key requirements: standard parking stall lines are white; fire lanes are marked in red or with red curb; yield lines at pedestrian crossings use continental or ladder markings; stop bars are placed at the stop position perpendicular to the drive aisle; directional arrows indicate one-way travel where applicable. Color coding: white for stall lines and most directional markings; yellow for center-line separation between opposing traffic flows; red for fire lane curb and surface markings. MUTCD is adopted by reference in Utah Code Title 41 (Motor Vehicles) and in most municipal traffic codes.

NFPA 1 Fire Lane Requirements

NFPA 1 (Fire Code), adopted by most Utah municipalities, requires fire lanes to be maintained clear for fire apparatus access. Fire lane marking requirements under NFPA 1 Section 18.2: red curb paint the full length of fire lanes; "FIRE LANE — NO PARKING" stencil in letters at least 3 inches high at intervals not exceeding 50 feet; sign posting at fire lane entry points per local fire marshal requirements. Minimum fire lane width: 20 feet clear for straight lanes, 26 feet for curves, per NFPA 1 Section 18.2.3.1. Any modification to fire lane routing or markings requires fire marshal review and approval in most Wasatch Front municipalities. Municipal Permit Requirements in Utah

Routine in-kind re-striping (replacing existing markings in the same locations and dimensions) does not require a permit in most Utah municipalities. Layout changes—adding new stalls, changing stall angles, moving fire lanes, changing ADA stall locations—may require a site plan revision and AHJ review. New construction striping always requires a permit as part of the Certificate of Occupancy process. ADA layout changes may be reviewed by the building department to confirm compliance with the 2010 ADA Standards before final sign-off. Who is responsible for ensuring our lot is ADA compliant—the striping contractor or the property owner?
Legal responsibility rests with the property owner or operator. We will identify non-compliance and recommend corrections, but the final decision on layout changes rests with you. We document our findings and recommendations in writing, providing you with the information needed to make an informed compliance decision. Ignoring documented non-compliance after receiving written notice increases your exposure in ADA enforcement actions.
Does our city have a fire lane marking ordinance we should follow?
Most Wasatch Front municipalities adopt NFPA 1 or IFC fire lane requirements by ordinance. Salt Lake City, West Jordan, Sandy, South Jordan, Provo, Orem, and Ogden all have fire lane marking ordinances consistent with NFPA 1 requirements. We verify local fire lane requirements during project scoping and can coordinate directly with the local fire marshal on any layout questions.
Do you carry errors and omissions insurance for ADA layout mistakes?
Our general liability policy covers property damage and bodily injury claims arising from our work. For ADA layout errors resulting in a compliance gap, our policy covers claims arising from the marking work itself. We recommend that clients with specific ADA compliance concerns have the layout reviewed by a Certified Access Specialist (CASp) before painting—we can provide our layout drawing for CASp review at your request.
