Asphalt Maintenance Schedule — Commercial Pavement Lifecycle for Utah Properties

A written asphalt maintenance schedule is the single most effective tool for controlling long-term pavement costs. Here is the lifecycle model we use for commercial properties on the Wasatch Front.

Year 1–2: New Pavement Observation Period

New asphalt should not receive seal coat for 12 to 24 months after installation—fresh asphalt needs time to off-gas volatile oils and complete initial curing. During this period, monitor for construction-related defects: transverse cracks at joints, edge cracking at curb transitions, and any settlement in utility cut restoration areas. Any defects that appear in Year 1 to 2 should be addressed under contractor warranty before the observation period ends. Document lot condition with photos at Year 1 and Year 2 to establish a baseline.

Year 2–5: First Maintenance Cycle

Year 2 to 3: First seal coat application after initial cure. Crack seal any shrinkage or thermal cracks that have opened; allow 48-hour cure; apply 2-coat emulsion seal coat. Re-stripe per current ADA and fire code requirements. Year 4 to 5: Annual crack inspection; seal any new cracks that have opened since Year 2 application. Surface should still show good coating integrity—most of the seal coat binder remains. If the lot has heavy truck traffic on primary drive aisles, spot-seal-coat high-wear zones in Year 4.

Year 5–15: Biennial Maintenance Cycle

The mature maintenance cycle for a well-built commercial lot is: crack seal each spring as needed; full seal coat every 2 years; full re-stripe each seal coat cycle; pothole and structural patch as defects arise. Year 10 is typically the first point where a comprehensive pavement condition assessment is warranted. At Year 10, have a pavement consultant or experienced contractor walk the lot and rate sections by pavement condition index (PCI). Sections with PCI above 70 continue on the biennial maintenance cycle. Sections with PCI 50 to 70 may need targeted mill-and-overlay. Sections with PCI below 50 may need full-depth reclamation.

Year 15–20: Mill-and-Overlay Decision Point

A properly maintained lot typically reaches mill-and-overlay readiness at 15 to 20 years. The surface course is fully oxidized, fine transverse cracking is widespread, and seal coat no longer penetrates the hardened surface effectively. Mill-and-overlay at this stage: mill 1.5 to 2 inches, apply tack coat, place 2-inch surface course, re-stripe. Cost: $2 to $4 per square foot. After mill-and-overlay, reset the clock—begin the biennial maintenance cycle again with first seal coat at Year 17 to 18 (allowing 2 years for the new surface to cure). A lot managed this way will not require full-depth reconstruction until Year 30 to 40 from original construction.
